If the card is declined at the card level, there is little the bank or the vendor can do about it. I did contact my bank. They said that the issue is on Serif and their handling of credit cards. My Bank put the purchase on my account and was waiting for Serif's payment system to accept the transaction.
There is a thread on Serif's Affinity Photo forums that tracks this issue. I am not the only one who has this issue. The only response from Serif is the auto response bot saying "we are busy".
Since the transaction(s) have been idle for more than a week, my bank has removed them from the account.
Serif has extended the low entry price for Affinity Photo until the 14th. I might wait until the 13th to see if their payment process is working.
