In PS 7, you enter a decimal number smaller than 1 in the entry box for
Image > Rotate Canvas > Arbitrary.

In CS3, I use the Ruler tool (it hides with the eye dropper) to draw a line along the horizon. Then select Image-> Rotate Canvas -> Arbitrary. The exact value for rotation will be pre-entered in the field. Hit OK. Job done.

Ruler tool is best, also increase the size of your image to get a more accurate selection before using the ruler.

It was not a lens problem.
It was a photographer problem

Already solve it. Thanks to all.

It needed a CC 0.5 correction on the horizon line of a seacape.
