GIMP 2 to create a better sky in picture

I took some pictures on a very foggy day. The primary subject looks fine but the sky/fog is a rather unremarkable gray background. I'd like to improve the look with one of the following two options:

1) fiddle with the gray itself to create a more foggy/dark cloud look. However, I do not have a RAW format to use here, only the JPG (so my options are limited?)

2) turn the gray into a transparent layer then use a better sky picture as the background. I went out today and took some sky pictures, RAW format as well, that I could probably tweak to make look appropriately stormy.

I've done that. I replaced the sky using The GIMP in a shot that had an uninteresting sky. Check out Beach12 in my gallery which is a combination of Beach Life & Beach 2.

The sky in your Beach Life picture is "exactly" what the sky looks like in the photo I want to improve.
