Are there the same tools on CS3 ?
Adobe Camera Raw (ACR) is part of CS3 - the part that processes raw files. If you shoot JPEG, highlight recovery isn't really possible - it is the data that is thrown away during JPEG conversion that gets used to recover the highlights when shooting raw. Some applications may provide similarly-named function, but it can't really recover highlights in nearly the same way. Just as there might be a control labeled "white balance" when processing JPEG, but it can't actually alter wb in nearly the same way as it can for raw.

Fill Light, though, I would imagine is present in just about any applications, perhaps under a different name. It's basically another shadow-lightening tool.

If you aren't aware, you can get it for $100-ish if you can qualify for the educational discount (or find someone who does to buy it for you, although I suspect that's probably violating the terms of license).
Yep, both my husband and I do qualify, being that we are both teachers. Unfortunately, being teachers means no paychecks in summer, so it will be a while before we can take advantage of the discount!
