Not sure what versions of PPL you are using, but in the version I have (3.50), the main exposure control is labeled "sensitivity" and is accessed from view->other settings from within PPL.
But you mention "extracting" a JPEG. That operation literally takes the JPEG *as is* from the RAW file - no adjustments possible. What you want is to create a *conversion* of your RAW image, not extract the pre-cooked JPEG the camera embedded within the file.
And as mentioned, taking one RAW file and generating 3-5 different JPEG conversions won't *really* give you HDR. You need to have actually taken several different exposures, not taken one exposure and fiddled with it in PP several different ways. Some HDR programs may allow you to play with this, but the results arne't truly HDR, and really won't be anything you couldn't do without HDR - you could in theory do the same using curves or some such on a single image, as opposed to generating three different JPEG's. But it's possible the controls of the HDR program might be easier to use to get those results.
