Library / Archiving software

Do software packages exist which will scan directories (or CD-ROMs / DVDs),
create thumbnails, & index images (e.g. - including useful things like grabbing the EXIF information so that one can search for a photo within (e.g.) a specific date range?

I believe Lightroom fits the bill nicely.

Lightroom is indeed one choice; there are *lots* more too - Aperture, ACDSee, Picasa, Fastone, Digikam, idimager, etc. Some of the search terms in investigating options would include "image", "cataloging", and "management".
