The things I know are:
If it starts with a set of 0s, it indicates a special batch. I think you can have 0, 00, and 000. These were special batches made for officials, syndicate leaders, etc. More 0s indicate the importance of the officials for whom the batch was made - one 0 were syndicate leaders if I recall well, while the others were for higher officials. These lenses are obviously rarer and thus more collectible.
Otherwise, the first two digits might indicate the year of manufacture - I'm not sure if there are exceptions to this - usually this seems to be the case. So you have a 1984 Helios 44-2. Most Russian lenses I've seen are from the 80s or early 90s - I've been happy with all and despite other people mentioning issues in QC for Russian lenses, optically I have found no bad sample.
What I'm not sure of is if for the lenses with 0s, the first two digits after the 0s also represent year of manufacture. Does anyone know?
This 44-2 model is very nice because it has two aperture rings, which make it much easier to focus with the lens wide open, then quickly stop down by turning the second aperture ring all the way up as permitted by the setting of the first ring. This is my favorite preset aperture mechanism. It's been displaced in favor of the auto pin in the next Helios models, but it's interesting that they seem to have continued to produce 44-2 lenses in parallel with newer versions like the 44M-x ones.
