Whats the build quality like on this one, similar to the 18-55mm kit lens or more like the 17-70mm. Any problems with this one like softness on one side or decentering?
Thinking about getting this for the 16mm or maybe I should save up for a sigma 10-20mm I'm not sure.

I've used both the Pentax 16-45mm and the Sigma 10-20mm. The Pentax lens is sharp and contrasty. The constant f/4 is great and the 45mm end gives it more reach. The Sigma is good, but much heavier and bulkier.

If I didn't have one this one would be mine in a heartbeat. For those not familiar with it, its my fav, over all my pricer glass, for product shots and panoramic landscapes. Often said is its the kit lens that SHOULD have been as it spanks the da18-55.

I totally agree with imtheguy (not because he is the guy but) because it is the best zoom lens in that range.
