Basically, it is a pen mouse. It helps you to draw somethings easier than use regular mouse.
I haven't used it enough to explain every features of it but I think you can also control weight of your drawing or writing as well.
Normally, it's for design works or drawing works.

I have one of these and it makes using Lightroom 4 a much better experience (IMHO). I get better, faster results than using a mouse.

Here's a short video that might shed some light on using a tablet to edit.

How to Be Instantly Better at Editing Pt.2

I would add that the four buttons on the tablet and the one on the pen can be programmed as shortcuts. I have them set-up for undo, brush tool, spot removal tool & crop overlay. The button on the pen I have set for zoom in/out. These 5 buttons make the work go very quickly since you can keep the pen nib on the photo versus running up and down, back and forth changing edit tools.
