What you are proposing is sort of Priceline approach (name your own price) or just simply a WTB ad posted directly to the seller. If you can't be there for the last 30 seconds of an auction then you are not really participating in auction anyway.
I am long time Ebay user and was a lot of times outbid by few cents by last second bidder but that's the whole thrill. If I need to get something cheaper than MSRP then I wait for sale at the local store or post WTB ad if I want something used. But if I want to participate in live auction I go to Ebay.
