Nice image!
I would call this minimalism but it may fall under some other category.
Either way, my vote is on photoshop if it wasn't taken from a slide or film.

Re: Philippe, I know, that's why I've had 2 trial and error sessions this w/e playing with coloured filters and ND110 =). I'm pretty sure I could get close to this with ND110, half blue and half red/full IR without needing to combine frames. ND110 (or big stopper) is definitely part of the equation with the exposure length of 181s. It's the extras beyond that that arent workoutable from EXIF that I find make a difference. I'm semi-prepared to go and buy silver efex but having played a bit not sure if I really need it actually. Still, striking stuff imo

I would think there are 2 or 3 different things going on here.

If you look at the lack of definition of the clouds and the water (althoug it is almost burned out) I would bet very slow shutter speed,.

I would also discount the use of a ND filter in favor of adjusting a mask layer in photoshop on the different colors, to make the water lighter than sky.
