It's not a beginners book; it's not worth buying UNLESS you are willing to try the concepts, ideas and experiments suggested. Then it's priceless.

It's certainly worth having, and , as said above, not for beginners.

Before buying anything, have a look at this site.
May keep you occupied for a while.

If you want a book, have a look at The Photographer's Eye.
I prefer that one above "Learning to see creatively"
