What's the timelapse technique been used here?!

The technique I'm trying to learn about is found in this video from 1:18-1:25. (and lots of other parts of that video)

My question is how do you get the exposure of the night sky without the foreground being all blurred with the movement? Is it all just post processing or what?

Isn't the movement happening between frames? Or am I missing the point?
On that specific section, the tower could be lit by a flash without affecting the sky exposure.

I've seen similar techniques on NOVA (PBS) for astro-photography. I don't remember how long ago that was, but they did not get into any detail about how to do it.
