I shot in China and other places with fogg and smog. My experience is that some lenses are (much) better than others, and my favourite is the Voigtlander Nokton 58mm f1.4. It is the best lens (that I have) in poor lighting conditions, and it is outstanding IMHO.

While I tend to prefer usually the IQ of the FA31mm overall, the VL58mm is extra-ordinary ( IMHO) in poor lighting conditions: e.g., fog, smoke, smog. In these conditions, I prefer the VL58mm over the FA31mm Ltd.
