1/4 sec with a 300mm even on a tripod will move a little but enough by wind alone to blur.
Try a faster shutter speed, even with toys as a subject.

OrenMc, as others have said, turn off SR when your K10D is mounted on a tripod. Raise your shutter speed, especially at longer focal lengths, even if that means increasing your ISO. Finally, try shooting between f/5.6 and f/11 to get into the customary "sweet spot" for lens sharpness (MTF). Your example photo of the jay looked as though it suffered from all three of these technical problems, IMO. Nothing a bit of technique can't conquer.
