how tough is it to achieve a painterly look like that?
i only use lightroom and have no idea about PS.
is it doable in LR?
thanks.

Try to learn these plugins Nik Software. They work with LR. PP in the examples is deep enough on a purely technical level, and opportunities LR may not be enough, even with these plugins.
oops..

A combination of software, filters, soft-focus, lenses maybe even some digital back-drops and skill.

Some of them look like they have a texture on them and they masked out where the texture was not wanted
Nice pictures what ever they did

The textures and Layers look like OnOne Perfect Effects but it could be Alien Skins Exposure. Given the layers/brush work and textures though my first guess is OnOne Photo Effect. The EXIF shows Adobe Photoshop CS5.

Perfect Effects 8 - onOne Software
Exposure 6 Custom Textures Video - Alien Skin Software

Great work with a $300 camera and a $200 lens.
