you can shoot the sun with a 10-stop filter like this:

I also like it for the daytime cloud smearing:

I tried shooting the clouds in the sky, but after about 6 to 8 seconds it simply over exposes. I don't know if it's my camera or the nd10 filter isn't working right.
I also overexpose in bulb mode at the night sky.
Below is a 7second exposure of a blue sky that has clouds in it. I even added 2 cp filters to the nd 10 filter to try to cut down on the light getting in.

i can see that your camera was in manual mode. how did you figure out what the correct exposure was?with the meter?usually metering is off when the ND filter is on, especially with the 10 stop one.what i usually do is take the readings without the ND and focus as well, and then I use an android app on my phone which calculates the correct exposure based on what ND filter you have on. usually ISO and aperture is kept constant, so only shutter speed changes. you could also do it in your head by counting 10 stops under from your original reading.

I was basically experimenting with bulb and manual mode. Took some photos with short exposure and some with long exposure (like a minute), and took some with mediocre exposure (like 7 seconds or 10 seconds). None of them gave me silky cloud results.

An ND 10 plus a couple of CPLs, call it 11 stops. 7 seconds, that's about the equivalent of 1/300s without the filters. At f/16, ISO 200, you should be somewhat underexposed, even shooting bright sky. Are you sure it is a 10-stop filter? What does it say on the filter?

Edit: Ah, I see that "ND10" can also mean 10x, as in just over 3 stops. Maybe that's the issue?

Very interesting. He does gets confused when using terms like barrel distortion and diffraction. What he writes is clearly not what he means. But in general, it's interesting.

Says ND10 on the filter
When I look through it, it's about the same as looking through 2 CP filters

ND8 is three stops - (2x2x2)

I shot the smoke stack above with ND400 (9stops) and ND8 stacked. Aperture was ƒ16 and shutter was 90 seconds on Bulb mode. I also covered the viewfinder as I've experienced light leaks there in the past with my Kr.

Here is another streaking cloud shot - overlooking the Detroit River
