Then the solution is easy:
Go NAKED at night! hahaha but no kidding. If such fact is TRUE, it doesn't matter if you have a cheapo Kmart filter or a $500 B+W on, it will produce ghosts from every single highlight.
so next time you pull out your photo gear at night (dusk, dawn or any dark background and bright light sources), think of your filters as your sunglasses.
Take them off!
