There are really two things. First, there is too much dead space above the mountain that is completely uninteresting, and most of it should be cropped (right now almost 1/2 of the image is just a grey cloud blur). If you can do a re-shoot you can definitely angle your camera down so that the top of the mountain is close to the top edge of the image, but not so close as to be uncomfortable. That way you'll capture a lot more of the city as well, and will give a really good contrast between the human built world and the natural world. Right now the houses are more of a distraction than a real compositional element.
The second thing is that the entire image has a yellow/brown cast. You can probably eliminate that with a simple WB adjustment in PP.

Hello
VTerlakyPhoto beat me to it again. The city has a great view of the mountains for sure. The photo itself is lacking impact. Too much grey featureless sky above the mountain and I find the large grey building in the foreground distracting. I've done a quick edit, cropped out the sky and foreground and corrected the colour. 2012-09-19_092854 | Flickr - Photo Sharing! An option might be to take another photo at dusk when the lights are on and there is still some light in the sky. Another option is to put the camera on a tripod and take a few images over a period of time and merge them.
Cheers
Greg
