I like the general scene. It is interesting for a night shot in fairly heavy rain.

I am not a professional. I like the shot. The exposure allows the street lights to portray a real mood. Shot tells a story.

The photo seems to tilt to the right although it could be the terrain. Personally, I would correct this.

I like the composition and the story in the image. However, there doesn't appear to be any single sharp (in focus) element in the image to anchor the eye.
