Try limiting the size of images you post here. The photo you posted is being cropped.

The movement of the clouds is nicely placed within the frame. There is a peaceful feeling to the shot and for a secular new year that's a good thing. I also like the light pastel-like coloring.

Some improvements:
1. Technically, the sun is burning a hole right in the middle of the shot--on both the beach and in the sky. Without an ND filter, it is tough not to have this happen when shooting directly into the sun.
2. Content-wise, there is nothing extremely compelling in the shot except for the cloud form as a whole. The buildings and trees are quite diminished in the frame, so any visual impact is quite small. And there is loss of detail in the right side of the frame--large areas of black are generally not good in landscape shots.

So, I'm curious about what you liked enough to take the shot?

I agree with Miguel on his point #1, as an ND filter would have helped you out greatly.

As for point #2, I feel that it is the clouds as the scene, with their reflection, is what makes the shot compelling. True, it is not the most spectacular shot ever, but for what it is I think you achieved your goal, with only minor tweaking being needed. I actually like the gradient from right-to-left = dark-to-light; and I quite enjoy the mist, or fog, that seems to have taken out some "detail", as I feel it adds to the cold morning stillness feel of the entire composed photograph.

Good job, interesting shot to say the least.

If you check your histogram you'll most likely find the highlights clipping HARD in the sky. Just use a graduated filter in LR. Drag it down from the top to the horizon. Crush the highlights, bump the contrast and drop exposure a stop. Voila. It'll make your clouds of interest pop more. Secondly, this is another floating in space shot. Try including a foreground element to ground it a bit.
