There is also the distraction of the crane tower on the right. I suggest cropping to remove this tower and much of the sky. This will then enable the positioning of the canoeists at roughly the 1/3 intersections and thus promote their prominence in the photo. I have taken the liberty to crop the image along these lines to demonstrate. Another alternative would be to clone out the tower. This would then allow a crop to include more of that wonderful sky and keep the lower canoeist in the 1/3 position.
