Yes and no. I would only try to bring out a little bit of texture in her dress.

The background would be mostly ok if there were no girl in the photo, but shadows seem to have been crushed. One issue is that she is wearing a black dress. If she were wearing yellow or white, she would stand out much better, although her face is a bit dark. The biggest issue is that blacks are crushed, so all detail in her dress is lost.

In a few seconds, I made this:

I applied a local adjustment brush to Julie of +0.29 Exposure. I applied the following global settings in Lightroom:
Exposure +0.24
Shadows +14
Whites +36
Blacks +71
Clarity +2

As I said, the blacks had been crushed, so the biggest bump is in the black level. The whites were pretty low, so a bump in them brightens the muddled parts of the image.

I agree with @ole and like what @madmathmind has done with the image, partly because it bring out her face a bit more. It is okay to have a dark, moody background, but she would have benefited from a bit of fill flash or something to make her stand out a bit more.

I concur, MadMathMind's adjustments are a great improvement. Perhaps crop some from the left so as to move her off center?

I agree with MadMath... The girl was under expose.... Nice edit Maybe the next time i'll use 1/8 CTO instead of 1/2... the black dress is orange...... thanks very much

I wouldn't have done a global exposure edit on this image. A little dodging on the subject would've exposed her more and left the moody background. Much like what could've been achieved in camera with fill flash as a previous poster mentioned.

With her feet being so close to the bottom of the frame, you might want to find a crop that looks natural and intentional. Maybe half body just above the bottom stripes on her dress.
