One observation I can make is that the woman is walking out of the picture as it were, and she is positioned towards the edge that she will walk out of frame which takes attention away from the scene. Similarly her attention is not focussed on us the viewer making the composition less engaging. there is strong overhead light slightly from behind casting her face in shadow where we would normally like to see more detail.
Sorry if this sounds hyper critical, I try to do the same to my own photos. I hear these sorts of comments all the time in competition and it's good to learn from these ideas to improve skills.

I think it could be brightened, increase contrast, and corrected for the color cast. Her face and eyes looking down make it not too interesting, though. Sorry!

I actually like the pose and face down. However, alone without any other subjects and with tight crop it does not look interesting, yes. Like something on the ground she looked at would change the impression.
But I like the girl, her motion, hair and outfit. Perhaps you can try another photo session.

I quite like the pose, and looking down can be an alluring feature. A bit more light on the face, and a wider crop on the left would help improve a good image.
