It's a combination of multible exposures combined in post (for this part there are several possible ways, depending on the software you use)
The lightsource for lightening the ground and playground framework was a ordinary flashlight (the whitish lights).
The yellowish light was a wicker ratten ball (I hope that's the correct translation) filled with a battery-powered chain of lights, that was thrown over the wooden bridge.
The green light was produced by a battery-powered luminescent tube (a special one that can change color via a remote control) with taped areas to produce the gaps between the light trails.
