Yes the massive overexposing of the lighted portion of the sea really ruins an otherwise nice composition (well it would be a nice composition once the horizon is fixed).

But the color balance just seems off as well. I'm not sure if it's too cold and the scene was warmer but everything is just... too blue.

I think the grafiti is distracting and the colors a little bit oversaturated. Otherwise it's a great composition!

I'm not sure about the thin strip of sky. I wonder if 1/3rd each of foreground, sea and sky would be more balanced?

Overall I like it. Maybe it is just me but the horizon doesn't seem level. Maybe it is just an illusion.
