Certainly an interesting subject but a difficult one to capture.

Composition is difficult. Ideally you would like a less cluttered background but I suspect there is little option on site to do this. There is also limited scope for utilizing the traditional composition rule of thirds. Although I would consider cropping off the lower part of the pedestal. This has the advantage of removing some of the clutter in the bottom right corner.

Lighting is affected by the surroundings in this case a heavy green cast is present from the trees. Also the light is very flat and it may be possible to revisit in different conditions, but often we are presented with what is in front of us and need to make the most of it. Some fill flash might have been an option.

Focus The depth of field is a touch out. The upper eagle is sharp but the lower bird and the goat are slightly out of focus. With a deep three dimensional structure at close range this can be a challenge. Move to an aperture of f8-f11

Post Processing. I think this photo can be greatly improved by some light processing. We can't fix focus but we can improve the lighting and composition somewhat.

I have taken the liberty to make some adjustments in Lightroom to demonstrate the above points. Other software packages can do likewise.
