I agree with rogerstg - any grab is better than no grab! Congratulations on catching it! I always enjoy shots of raptors.

The first thing I noticed was that the colors seemed a little faded and the contrast seemed a bit low. So, here's my 2 cents:

F/16 may have been a good thing because many longer lenses will color fringe in out of focus, high contrast areas behind the subject, especially at wider stops.

3 suggestions
The branch in front of the bird detracts from the subject, the bird. Also the sharpness and highlights of the branch detract. It can be fixed by cropping some of it out or at least by blurring it.

The background is the sky. It is too bright detracting from the bird. Dim and maybe blur the background.

There is too much space around the bird. Crop it to your taste.
