to me, seems a little flat, could use some more contrast...

I would agree and also the white doesn't look white to me. Seems to have a very slight magenta hue. What are you doing to get a B&W? I use the channel mixed as a starting point as seen below at these settings. Then go to Curves from there.

No, unfortunately... you lose so much detail in the houses by doing that, and the sky is blown out as a result as well. Contrast is not the solution to getting this image to 'pop', your original attempt is a much better representation IMO.

try a graduated filter layer. dark (top) to light (bottom). I can't remember which propery the layer should have (Colour Dodge etc.) but it shouldn't take long to run through each option.
