On film, the Hartlbei 45mm is a wide angle lens. In terms of diagonal angle of view, it's like a 30mm lens on a full frame, 135 format (35mm) camera (I guess more like 28mm). But because the 645D has a roughly 1.3x "crop factor", it's going to be the equivalent of a 37mm lens on 135 format (35mm).
So a Canon 5D with a Hartblei 35mm f2.8 tilt shift lens is going to have a wider FOV than the 645D with the Hartblei 45mm f3.5.
Regarding Pentax, they've had shift lenses before, but never tilt lenses, so I think it's not going to happen.
