Yes it can. That is an AF converter (you might need to prefocus the lens somewhat - depending on the lens)

If you have to preset or turn your manual focus ring to a midway point, than it's not complete autofocus, now is it.

I understand it will fine tune, but it certainly will not completely turn your manual focus lens into a hands free autofocus lens. Therefore, the correct term should be "semi-autofocus" functionality with manual focus lenses.

I'd rather just manual focus than tinker with a combination of the two.
