What is the effect going on around the far right arches? Is that something to do with the filter or lens?

I'm not sure. When zoomed in on, there is a trace around the edges. Chromatic aberration?

I think it's an effect of less than ideal bokeh. The arches aren't in focus, and it would then be reasonable to expect them to have fuzzy edges. In this case it looks like the blur circles are (nearly) evenly lit, whereas a Gaussian distribution would be preferable.

No, actually I think this means they have an emphasis in the edges of the blur circle, since we aren't looking at point sources here. But I could be confused.

Definitely a lens effect anyway. (Which may be a form of CA, depending on if it's the same for all colors.)
