Not JPEG artifacts, but sharpening artifacts. not that sometimes a lot of sharpening can't be used, but it's not going to make an out of focus picture in focus. Trying to increase sharpening on an out of focus picture is basically like printing it then taking a black magic marker and draing outlines around everything. hard edges, but still soft overall.

Excessive sharpening also makes noise worse.

I'm assuming the RAW image wouldn't be affected...or would it..?
The image itself won't be affected. But the fact that you turned up the sharpening is recorded within the file, and many/most RAW processing programs will notice this and respond by turning up their own sharpening by default. You can of course always turn it back down in the program, which you can't for JPEG - the sharpening has been "cooked in".
