Clarification about camera considering flash

I read that in M mode, the camera will act as if you have the flash closed, even if you open it, and my tests seem to show this.

In all the other modes it considers it?

In manual mode, you control the camera. The flash will still use ttl to automatically expose its subject. In other modes, the metering is semi-automatic as well as the flash.
