Which System are we Closer To For EV and FEC Settings?

I'm in the middle of van Niekerk's flash book. Once again....everything is based on Nikon and Canon. I'm starting to wonder if shooting one of these brands is easier for comprehension.
In the chapter regarding FEC he states
"Overall exposure compensation is set in the camera body and affects both the ambient and flash exposure for Nikon, but only the ambient exposure or Canon. "

How does this relate to Pentax? I'm guessing only ambient but I'm not sure.

And a bit off topic but I'm just wondering why I can't sync my strobes to anything greater than 1/160th with Pentax when these other companies are pushing greater than 500.

Is this only on my K-x and K10 or do the newer K5's K7's fall into the same category.

Forget it....I just read the next paragraph.....

"With Canon you can't dial EV i the manual exposure mode"

I know that's how my cameras work too as per another thread I posted.

Well based on my Canon now EV work very similar to the K200D I had. I am really lost as to why anyone would need EV comp in manual mode. Wouldn't it be easier to simply adjust shutter speed or ISO? I thought that was kind of the point of manual mode.
