I agree with Ernie, outside on a sunny day at f2.8 you should get a lot faster shutter speed than 1/30. With my Vivitar 200 a f8, ISO 200, I usually get 1/500 to 1/1000 depending on just how bright it is. Yesterday at 10AM I was getting 1/1000 at f8 under clear skies.
Something is wrong. My first question is what mode is it? Manual would certainly account for it, your shutter speed simply stays where it is until you make it something different. If that's not it, either the aperture in the lens is not working right or the camera is not metering properly. Even as low as ISO 100 you should still get at least 1/250 on a sunny day at f2.8...probably more like 1/3000 or higher. Right now under cloudy skies with my 135mm wide open at f2.8, ISO 200 my K-x sets the shutter speed at 1/2000. And the test shot looks very good. At ISO 100 it gets 1/1000 and looks almost exactly the same. ON a sunny day I'd be getting at least 1/3000 I'm pretty sure.
