These are definitely PF on blown highlights. The worst of the blown highlights in the hair have by far the largest areas, and there is no gradation at their edges. The PF shown by the crop in crewl1's post should be enough to suggest that this would be more apparent with higher contrast (or rather the highest contrast -- black hair against blown white).
