A year or so ago I bought a Pentax WG-1 camera. The camera comes with a charger and battery. Place the battery in the charger and a light appears and stays on until the battery is charged.

I bought a replacement Pentax battery and that worked for a short time but is now doing the same thing - it will not charge and the charger light flashes. After the flashing light behaviour started it did, one time, charge the battery.
I don't know if the problem lies with dodgy batteries (2?), or with a dodgy charger.
Can anyone help me solve this problem, please?

It's most likely an issue with the battery. Try buying a cheaper third-party battery like this one to test the theory:
Watson LI-50B / VW-VBX090 / D-Li92 Lithium-Ion Battery B-3505
If it turns out to be the charger, I would return the battery and upgrade the camera. A used WG-2 or WG-3 can be had for around $100 so it would hardly be worth replacing both the battery and the charger IMO.
