Every mode will have it's limits. You found the limit of the TAv mode. Of course using Av mode works because it is much easier for the camera to automatically change ISO and Shutter Speed (assuming you have Auto ISO on) or potentially just shutter speed if Auto-ISO isn't on.

Finally, It is worth remembering that the rule of thumb for exposures on a bright sunny day is Shutter Speed = 1/ISO at f16. (for ISO = 100 that would be 1/100 at f/16). You were at f5.6, so the shutter speed would have to be a lot faster... approximately 1/800s (which would be 1/750 on our Pentax cameras or perhaps 1/1000 if you wanted to err on the side of underexposure).

I personally find that rule of thumb quite useful as a reality check, and there are some nice references that help for other conditions.
