Can't complete firmware upgrade

I have downloaded the latest firmware (fwdc220b.bin) for my K-3 II to my SD card, after the SD card was formatted. It's in the root directory. The battery is fully charged. I press "MENU" while turning on the camera. I get the normal menu screen, NOT the firmware update screen. I have gone thru this entire process at least 3 or 4 times, always with the same results. What am I doing wrong?

The K3II needs fwdc230b.bin. The fwdc220b.bin is for the plain K-3

What I experienced with the first update of the firmware of my K1 was that the camera would not show the card as formatted, and showed no card at all, even after I formatted it already in-camera. So I also could not see the firmware update screen.
The simple solution was that I formatted the sd card in a computer first and inserted it back again, formatted it in-camera again and the camera immediately found the card and could do the upgrade of the firmware.
Maybe this is not your problem with your camera, but I would mention it just in case the good tip from photoptimist would not be enough to solve your problem.

Agreed, it's "fwdc230b.bin" for K3-II. I've done it today on my K3-II. Also make sure that SD card is formatted properly with compatible file system.
