It could be that re-washing, photoflo-ing and re-squeegying could fix the problem. I have seen negatives that were not wiped well dry kind of like that. Especially if the wetting solution wasn't clean.

I think so, it was so in the past.
I paid much more for good work in a good lab.

B+W for a time I had developed myself but never colour.
My aunt had her own lab.
