Lens clubs

Is creating a new "lens club" restricted to administrators?
I tried to create one for the HD Pentax-DA* 16-50mm F2.8 ED PLM AW but I got an error which suggested that I was trying to create an entry in the marketplace?

there is an FAQ for that- to start one, you have start the club in the Lens Forum and then send a message to the mod/admin requesting the post be made an 'official' club....
