Is the depth of field preview disabled on Pentax k3 ii with D FA 70-210 ED SDM WR?

No, why should it? Depends on your setting if you get a digital preview or a OVF preview. What is your setting and what kind of preview did you expect?

That’s a good question. Since that’s an electronic aperture design I wonder if there is a problem in the firmware where it is operating the aperture lever not the electronic diaphragm.

You need to have at least the 1.10 firmware for it to control the aperture properly. If you still have the original firmware it probably won't work right, though I don't know exactly what the symptoms would be in that case. Have you been able to take photos with it with different aperture settings?

There was another recent thread where the poster hadn't updated the firmware for KAF4 lenses. I can't find it but I think the lens shoots wide open all the time. Updating the firmware solved the problem.
