what is "mirror up" ?

I've read my K200D manual but still don't really understand the "mirror up" function.

Can someone provide a simple explanation of what it does and why and when you should use it?

Mirror up moves mirror up, as the name suggests
Every time you take a shot, mirror has to go up since it's blocking the light's path. That movement introduces shake. But, you can keep the mirror up before the shot is taken - so that there is no shake from mirror movement. You do have to sacrifice image in the viewfinder, though.

Or were you referring to the sensor cleaning - lock mirror up menu item?

The mirror up function allows you to manually clean the sensor within the camera when there's noticeable dust on your images. I would suggest that if you're not accustomed to such cleaning processes that you do not do it yourself.
