That's exactly right. If my meter says +3 EV, and I adjust the EV compensation to +3 EV, then the meter changes to 0 EV. I found this extremely confusing at first, but now it just makes sense.

Note that many/most cameras don't even let you set EV compensation in M mode, so if people are reading this and getting confused, that could be why.
