Because if it did, you wouldn't be able to take the lens off without powering off the camera.

I've seen this old dude with a pentax at the park recently around flowery season...

1. camera on tripod
2. took lens off
3. mirror up
4. went looking for a new lens in his bag for a few minutes
5. clean the lens with a rocket blower for a good while, and then the inside of the camera
6. mount the lens on the camera
7. take a picture

and apparently it looked like he knew what he's doing. maybe the stuff needs some fresh air and fragrance once in a while...

Ok, looks like I misunderstood that sentence. I thought it was about interlock between lens release button and powering the lens/SDM contacts (not the camera itself!).
