There are plenty of free photo editors -
one of the simplest and surprisingly powerful is -
FastStone Image Viewer - Powerful and Intuitive Photo Viewer, Editor and Batch Converter
one can easily resize, adjust brightness/contrast, colors and sharpen then save to an adjustable JPG quality. It has the ability to watermark.
It even has curves a very, very useful feature.
It can also view and convert RAW images.
Very compact @ just over 5MB,
and there is even a portable/no-installation version, so its footprint is real small.

Look at corel's PSP X4. I think you can get a 1 month trial, and then it's only $80 or so to purchase. I have used PSP since it was owned by JASC at version 8. It works well for most light editing. Where it lacks is that some functions are done only in 8 bit, so it might hit your workflow a little. Also the CA tool is a fringe remover not a dynamic rescaling of the layers, but there are plug ins like PT lens for that any way

For online editing, you can try photoshop.com or pixlr.com

So why did you ask the question in the first place?

Faststone Image Viewer... I run it on a 1.6GHz netbook with 2GB of RAM under Windows 7. When travel weight and space is at a premium, I leave the powerhouse notebook at home and take the netbook to do post processing on the road.

And PLEASE! Even your low-end notebook doesn't prevent you from using full words and sentences. This forum is not texting or twitter. Sadly, forum participants' for whom English is a second language communicate better.
