First, those are only the amount of charge the C9000 reported for the fast charge stage - this may, or may not indicate the actual capacity of the batteries.
Although it is still an indicator - the only true way to know the battery capacity is to do a standard discharge at 0.2C = 400mA for these eneloops from a fully charged state, and see the "Done" reading -
(beware from fully charged - this takes upwards of 5 hours)
Also it could be just because it may have been in the weakest slot - the slot may charge (on the fast stage only) a bit lower than the other slots - but probably make up for it with slightly longer top-up charge - that is if you leave them in the live charger for the extra 2 hours charging.
However if you are concerned in any way -
then put that one cell through another discharge cycle at 0.2C = 400mA record the capacity
rest >1 hour
and charge it up again at 0.5C = 1000mA
- using what appears to be the strongest slot #3.
