30mm for portraits is do-able but I'd find it a bit on the short side. To get more distance between me and my subject, I would probably get something around 50 and maybe up to 85mm. The DA50 1.8, sigma 50 1.4, FA50 1.4, FA77 1.8, or DA* 55 1.4 would all be very good choices for a portrait lens. One thing I see missing from your list is a macro lens but that depends on whether you like to capture small details... You have a good list of items. Good luck in your purchasing!

edit: just noticed you don't have anything above 45mm. I don't shoot long that much either, but 45mm is anything but long. If it were me, I'd want at least the 55-300 or 50-200 just in case. I also see that you don't have any WR lenses. When it gets dusty from wind or if it starts to rain, a WR lens is good protection. Maybe the DA 18-135 would take care of both of these issues at once giving you WR and a bit more reach.

I really think you need something with more reach. I would go crazy if my longest focal length was 45mm. As long as you have a nice prime lens for your portraits, a 'superzoom' might be good. Maybe a Sigma 18-125 or 18-200?... I have never used either one of these but they fit your budget. Plus, with the Sigma 10-20 your wide needs are taken care of.

Grab a second hand FA 35mm f/2 instead of sigma.
Buy one flash if any at all if you're new to photography
Get 18-135mm instead of kit lens
Buy secondhand lenses from the marketplace to save some money
Hold out on the filters until you know what you need and how to use them. Because sometimes a filter system like the Cokin might be more use.

That's IMHO =) other people might have other ideas. It depends on what you want to shoot. Enjoy!

Also, a short telephoto is more flattering to subjects in portraits as it flattens perspective.
