I'm not sure dual image stabilization works better today. The tests done by a couple of people on the newer Panasonic bodies showed that the ois by itself outperformed dual ois/is. This will likely change over time.

The advantage of having both is that they can take care of different types och camera shake. FI OIS compensate for pitch/yaw, and SR take care of X/Y and roll.

To get them both to work together on same type of motion might not add anything.
Its usually not the amount of motion that limit image stabilization, it is the accuracy of the motion that is the limit, and if using two mechanisms for compensating the same motion, it risk making the motion less accurate.

What also is important is that all Systems are limited ob the lower end. Shutter times longer than 1/4 of a second See difficult, Even though I regularly shoot 24mm ff at 1/2 second handheld, that often requires 2-3 tries.
